You explained Katniss and Peeta's gender role reversal perfectly. I always thought it was funny that Katniss is tough and masculine and Peeta was more feminine and sensitive but they balance each other out so it's okay. I don't think Katniss would happy dressed like that (she probably start shooting arrows at people or something) though she seemed to kind of enjoy the dresses she wore in the series.
